All thirteen colonies participated in the drafting and approval of the Declaration of Independence, but not all signed it on July 4, 1776. The document was first approved by the Continental Congress on that date, and it was then sent to John Dunlap, who printed copies of the declaration. These copies were distributed among the thirteen colonies for signing.

Initially, only John Hancock, the President of the Continental Congress, and Charles Thomson, the Secretary, signed the document on July 4.
